Business Plan - Technical Writing Freelance Job

I am looking for somone to help me develop a business plan. I already have a budget, but I am applying for Govenment grants and VC capital groups, so the business plan needs to have dual focus and you need to be familiar with excel as VC groups require 3-5 year forecasts.

Requiremnets:
Have Completed Business Plans in the Past
Should have good technical and creative writing skills as I may need cover letter
1-2 References
