Simple CSS based Website - Website Design Freelance Job

I am looking for someone to create a basic site for me that will be simple yet extremely expandable by a “non techy” guy like myself.
I know the look and the functionality I want and I will show you some screen shots to make your life easier.
It must be done in CSS with a separate style sheet.
It must be easy to manipulate later on and grow to hundreds of pages and / or incorporate extra features.
I am looking for a very fast turn around as this should be a walk in the park for you.
